HMRC announces closure of CHIEF by 2023

The CHIEF system is to be closed by the end of March 2023, as announced by HMRC.


HM Revenue and Customs (HMRC) recently announced the final closing of its Customs Handling of Import and Export Freight (CHIEF) system by 31 March 2023. From this date, companies will need to declare goods through the Customs Declaration Service (CDS).

The closing of CHIEF is planned in two stages:

  • 30 September 2022: import declarations close on CHIEF
  • 31 March 2023: export declarations close on CHIEF / National Exports System (NES)

The news about the final abolition of CHIEF does not come out of the blue. HMRC has announced the closing of the outdated system already several years ago.

HMRC now wants to finally turn off the 25-year-old system and establish the new one that can be easier adapted to changing requirements and supports the digital transformation of customs processes.

“CDS is a key part of the government’s plans for a world-leading fully digitised border that will help UK businesses to trade and to prosper,” said Sophie Dean and Katherine Green, Directors General for Borders and Trade at HMRC.
