On January 1st 2011 the Import Control System (ICS) will start in Europe. It will then be mandatory for economic operatos to file an electronic entry summary declaration (ENS) before carriage of goods into European customs territory . This should enable a unified European security and risk analysis.

The ENS shall be lodged electronically at the customs office before the goods are brought into the customs territory of the Community. Therefore this reglementations concerns especially ports and airports and operating ocean carriers, air carriers, transport companies and forwarders.
